Instructions

- Cream together the unsalted butter and granulated sugar until light and fluffy (about 3-4 minutes).
- Stir in the all-purpose flour, cocoa powder, baking powder, and salt until just combined.
- Add the milk and vanilla extract, mixing until smooth.
- Pour the batter into the prepared baking dish, spreading evenly.
- Combine the brown sugar and cocoa powder in a separate bowl, then sprinkle over the batter.
- Pour the hot water over the entire dish without stirring.
